As a disclaimer, my understnding of Listeners in Abi is quite limited.

However, I think that normally, each section doesn't have it's own
listener, and a new listener is not required when you add a new section.
Also, the page numbers update and work properly if you open them from a
file, without the addition (I believe) of special listeners.

The code that I want basically just associates the hdr/ftr with the proper
section. But the way that it is done (at least in populateStrux() ) is
bound up with the way that listeners work.

This code was originally writter by Eric, so maybe he would like to tell
me how it works. :-)
