Well, by observation, most people don't use TOC features - but those
who do won't use a product without them. Most of the exceptions are
people doing book-length or longer documents. However that's just one
of a set of features that such people insist on that most people don't
use. Automatic figure and table numbering and links that will insert
page/figure/table numbers/titles into text (i.e. - "See the discussion
on page <>" and "See Figure <> on page <>") are examples. For larger
project - long books, or book sets - cross-document links that work
the same way and conditional text (e.g., there is one source for the
abiword manual, but conditional text is used generate versions for
Windows, BeOS, Unix and with/without GNOME support) show up on the
list.

On the other hand, these are also the features that distinguish
something designed to be a desk top publishing package from a word
processor with elephantitis. I'd say that that leaving them off the
1.0 list is acceptable. Of course, If someone wants them badly enough
to write them, I'd be *delighted* if they showed up in 0.9.
