You are talking about soft page breaks. These are automatically
calculated based on lots of different factors (paper size, margins,
widow/orphan, etc). The neccesarily sometimes come in the middle of
paragraphs, and it would be ludicrous to change that.

I am reffering to _hard_ page breaks. This is what you insert if you
press ctrl-enter. This automatically begins a new page, wherever you are
in the document. Currently, we treat hard and soft breaks identically for
the purpose of determining paragraphs. I think that if you specify a hard
page break, it should mean that you want a new paragraph. Currently, if
you press enter, and go to a new line, it's a new paragraph. But if you
press ctrl-enter, and go all the way to a new page, it is the same
paragraph. I think this is both inconsitent and generating unexpected
results.
