I consider 1.0 should be postponed *at least* until the backend improves.
Again, after 0.9 doesn't necessarily follow a 1.0. We can just as well release a 0.10, 0.11, etc (take a look at gdk-pixbuf, which, just as of recently, has had an update from 0.10 to 0.11 in part thanks to Dom).
