First place I looked when it didn't work for me.
I've had similar problems before and I'm one of Abi's
internationalization guys so I ought to know (:
The .po, the .strings, and the LabelSet file all
have a field for declaring the encoding.
There are several popular Turkish encodings used on
various platforms and we support them all.

Win2K AbiWord should've still drawn some chars
incorrectly. I was getting an Icelandic "thorn"
character instead of the Turkish "s with cedilla"
or "g with breve" from memory.

I had to manually set the encoding. But since your
system is probably set to a Turkish local it would
have defaulted to the right encoding for you.

W2K has excellent multilingual capabilities.
Vi would've used the right encoding because of your
system locale, just like Mozilla. Probably why you
didn't notice anything.
Encodings are hard to understand. It's workin' now (:
