It's easy, you have 2 options:

1) just install ActiveState Perl
(http://www.activestate.com/ASPN/Downloads/ActivePerl/) and add the bin
directory (for instance C:\Perl\bin) to your PATH.

2) If you have perl from the cygwin distribution, then you're done.

To use it, just type:

perl scriptname.pl
