Not complete yet. Exporting documents containing tables will have
undefined results.

Code in ie_exp_HTML.cpp designed to fit into STABLE or HEAD so that both
can be maintained/developed without overhead.

o operator== for UTF-8 string class
o forward port of STABLE's new HTML export stuff
