Drag horizontal table lines to set specific table heights. Backend for
defined table heights.

Still bugs here but it mostly works now. The backend is place for a
format table properties to specify fixed/auto/at least table heights
both for an entire table and for each row individually.

So uwog, feel like testing your HIG sillz?
