            Well, the US gov't is doing that - the format is PDF.

            As part of a number of eGov initiatives in the US, all
    agencies have standardized on PDF as the format for all documents
    both released to the public, distributed internally and (most
    importantly!) archived for posterity. In fact, as of 2005, the ONLY
    format that the National Archives will accept is PDF.
