commit (head): cjk patch

Roland Kay's cjk patch; many thanks thanks Roland, hope there are more
patches like this to come.

I only made one substantial change in
xap_EncodingManager::canBreakBetween(). Since the data table has nearly
hundred entries, I replaced the linear search with binary search.
