You should not make unofficial translations of the GPL.

It is not necessary for users to agree to the GPL unless they want to
redistribute modified source code. The license section could be removed
entirely, it is only there as a gesture, to help inform people about GNU
Free Software.

Should, yes probably. Some countries have different conventions for
letter layout and some of the templates contain text which might be worth
localising
