The reason why I added config.h.in to svn is that autoheader likes to
hang on win32/mingw. Our autogen-win32.sh therefore does not run
autoheader.
Of course if the autoheader problem is fixed by now I have no
objection to get rid of config.h.in, but then autogen-win32.sh should
be deleted too.
