Hunspell in Enchant

As follows from commitlogs, the version of hunspell checker is 1.2.2
(2008). The last stable version is 2.15, why don't we use it instead?

Also it uses CRT fopen function, and needs to be patched to use UTF-8
strings on Windows, as it is our new internal charset.

Finally, new binaries should be generated for Windows platform, as 1.5
we have now has a CRITICAL bug causing custom dictionary to be lost on
each spellcheck session.

It would be nice to get maintainer's comment on these issues.
