I have just checked in the framework for toggling rulers. It is in an early
stage, but as of the check in, fairly stable (under unix). Nothing
interesting happens on the windows/beos side, yet, only unix.

What's added

    options|view|rulers option and it's associated preference flag
            - this will only change the default when opening a new window, it
              will not change any of the currently opened windows
        
    edit|ruler
            - should be toggleable from any platform, but only on linux is
              there any true functionality. On linux, it will show/display
              the ruler area, but ** WILL NOT DISPLAY THE RULER **. I know
              this is a bug, and hopefully tonight or in a few days, I should
              have this working.

Anyway, I've not had any crashes as of recently due to any null pointers or
the such under unix. So everybody, take a wack on it (just don't click on the
non-displayed rulers)

P.S., yes, I know it is a partial zap, but I need to check something in before
I loose everything. One of my hard drives crashed this morning, so the 2nd
on, (which happens to have everything important), was bought at the same
time... how long does it have to live?? hopefully another few years. But
just in case, here's the code.
