Thanks for the response.

Am I correct in assuming, then, that cut/copy & paste is a handled
behind the scenes as an RTF export and import? Would adding style
support to the RTF importer and exporter fix both problems? I'm not
promising anything, but I have been looking for a way to get involved.

Please log it as an RTF bug. Your desired behavior should Just Work.

Our rudimentary style support should be sufficient for this, but the
RTF
importer and exporter don't know that.
