Definitely. At some point, I stumbled across a bug report that expressed
utter surprise about the fact that not even the author voted on it. Since
then, I began to vote on my own reports, sometimes, and indeed, this is a
commonplace practice, as I was able to observe. But the "popular vote" bit
of the confirmation statement does indeed suggest that the reporter should
be excluded from the set of voters. (Notice that without that, there is
nothing logically wrong about the reporter expressing his/her interest in
getting *any* bug report closed, including their own.)

Let me also mention that a new version of Bugzilla got released
recently. Maybe some things became easier to configure now. Poor Sam ;-)
