    I think this is ridiculous. I used votes to make
    important bugs more noticable. I think most people
    don't abuse the system. If they do, don't cut down
    the total number of bugs. Just make it so that only
    so many maximum votes can go to a single bug. I never
    put more than a single vote per bug myself.
