Microsoft will add it only some eons after hell freezes over, unless
it's forced to do it by governments asking for it explicitly.
This can happen only if they are shown/asked by people to go for a
truly non-locking alternative. That's why I am hoping that users of
all apps can have the same Free file format.

Nor anybody should force anybody else to do it. As long as the end
user is given the choice, there is really no need.
(rest of Dom's answer snipped simply because very clear, and the only
thing I could add is that I know that OOo and others behave the same
way w.r.t other formats: I came here to ask because AbiWord is the one
I know less, so I needed to check at the source)
