2.4 release planning.

My view on the 2.4 release follows:

The recent great work by uwog and others to get link-grammar and
mathview working on windows means that it makes sense to include these
in 2.4.

So I'd like to make a 2.3.99 beta release with the Windows installer
capable of installing a working grammar checking and mathview plugin
together with the latex input dialog for windows.

We'll fix the worst bugs that surface from the 2.3.99 beta and then
release 2.4. Fixing the worst bugs in 2.3.99 might mean not shipping the
grammar-checking and mathview plugin.
